I bought some kits last December (very cheap) and wait until October to plant them.  The bulbs seemed like they bloomed inside the boxes before I planted them, so far it is in reverse mood.  I see long leaves but no buds.

Should I cut the leaves?  Will the bulbs bloom?  Attached is a picture.  Please let me know what should I do and/or expect.

Thank you

I don't think the bulbs will bloom. With them being purchased last December, and then attempting to flower/grow inside the box and it's now October, the bulbs are starving.

The bulbs need to make food, and therefore do NOT cut off the leaves! The leaves will likely linger for several months, adding carbohydrates and strengthening and plumping the bulbs. It will be only after the bulbs have sufficient vigor that the leaves will naturally be inclined to die down. Then, reduce watering all together, and after a 2-3 month dormancy, bring them into  a warm locale and begin watering again and hopefully you'll have a flower stem emerging, not just more leaves (to again make more food).

I personally wouldn't invest the effort into salvaging them. Unless you live in zone 8-11; as then I would just plant them outdoors in my garden and let nature take care of them, perhaps reblooming in the mid-late spring.
